iven me of the correspondence in regard to the acceptance of certificates of importation issued by the Japanese Government, or the Japanese Consul-General on the instructions of his Government, in respect of consignments brought into Hong Kong en route for Japanese destinationa made it much easier for me to deal with the matter when it

came up again yesterday at the adjourned meeting of the

First Conference. As a result of the discussion which

took place the Conference adjourned in order to allow the

British and Japanese Telegates to confer. Sugimura, Kaku,

van "ettum and myself talked over the matter fully i11

private. Sugimura complained rather bitterly of the

obstructiveness of the authorities at Hong Kong and said

that in consequence of their attitude the Japanese were

arranging as much as possible to get their consignments

sent direct to Japenese destinations, He also made it

quite evident that it hurt their pride very much that
